We run them on Cummins' often enough that see over 100psi on cold start up. 60-80psi running pressure depending on engine condition.
Your turbo has a 60/58mm turbine with a 9cm2 t3 housing. Anything he would have is larger on the hot side. Yours will have more cruising boost...

Are you sure you do not have an hy35?
A gt45 seems a bit excessive for 400hp.

Tractor pullers I know of are double or triple that pressure. Pretty neat to see the through bolts they use to clamp the block and head together....
Honestly it sounds like your secondary is too small and cannot move enough exhaust mass flow to keep boost (well drive pressure) in sane levels....
