I'm new to both boost and tuning, I was just wondering if its advisable to do the majority of the initial tuning with the waste gates wired open?

You can drive the car around at light throttle and not get into the boost. You won't see any/much boost unless you put it under load.

Might as well tune it under normal conditions (gates closed) because my car did run a little leaner at cruise even under no boost; wiring the gates open may change that and you have to tune part throttle/cruise again.

Just be careful. Its like crack and its real easy to just keep pushing the pedal down.

I usually start with a low boost setting to start with but I don't wire anything open. Shoot me a message with your specific questions if you want and i'll be glad to help you out. What software/ecu are you using?
