Ok well most of you already know what iam building but for those of you who dont here it is

4.6 Dohc (out of a 98 Mark VIII)
    Twin 57mm turbos
    Forged Scat Crank
    Forged malery Rods
Forged Eagle dished pistons (8.5 : 1 comp)
At this Point in time standard cams
and just cleaning up the head a tiny bit

My question is at what RPM do you think i should set my limiter at with standard cams? or with mild cams?

Based on your list the limit will likely be valve spring float.
