I got a car with a blow thru ysi on it, the gasket that the hat sits into on the base of the carb is slightly ripped.

My question is where or who can i purchase a new one from?

You can get the round gasket from pep boys.
It's a felpro part number.

I remember a few times I went up to their parts counter, asked for the gasket, and got told they don't have it in stock. From there, I walked back to the parts isles and picked the gasket off the shelf and said 'thanks' as I walked past the parts tard toward the cashier.

They have it in stock, they just aren't smart enough to find it.

carquest, napa, discount will have it in stock too.

Oh yea, and call it a air cleaner gasket. Not a base gasket. That will get you better results.
