fuel pressure issue

    is it normal for the fuel pressure to drop (below 38 psi) during cruiseing speeds because of vacuum acting on the regulator?

    Yes, the more vacuum your engine makes, the lower the fuel pressure will be.

    so the should i set the fuel pressure at 38 while idling?

    Typically set at 43.5, or whatever you want your base to be with the reference line removed, and plugged. The rest is taken care of in the tune.
