I think I got what you're saying in that, some periods would be great though. A lot of factors determine turbo sizing. Think of it like a camshaft. You can stick 2 wildly different cams in an engine, and they can be considered "right" depending on the application and parts around them. Boost is a measure of restriction, not flow so if you stick a tiny cam in an engine with big heads/intake it's going to run nowhere near where it can just because the cam won't let it rev to where the heads and intake want to.
