My dominator doesn't have a PV. There's just a plug in it's place. (both ends) Is a pv necessary in the case of boost applications or is it just necessary to mod or buy a boost referenced PV in carbs that run them?

It is not a must have. But it sure helps on the street because it adds 8-10 jet sizes when vacuum drops and load increases. And that is before you drill out the holes in the metering block.

I would pull the PV plugs and see if the holes are present for the power valve channels, and go from there. Remember if you run a rear power valve it will need an extension to keep it in the fuel under hard acceleration same as your jets.

Wouldn't it be boost that activates the PV and not Vacuum drop?

Only if you use a boost referenced PV. Standard power valve will operate as normal.

Can you use a standard PV with a blow through application?

Yes. You may get to the point of making them "flutter" with enough boost, but they work fine to at least 10-15psi.
